I sold a BIN item on ebay to a person in Europe. He hasn't sent payment, and I am afraid he might be messing around. I can't quite tell if it's the language barrier or if he's operating in bad faith, because his english seems fine.

Anyway, if he does finally send me a paypal payment, I am slightly worried that he might try to do a chargeback when I send the item. What sort of shipping or proof of shipping do I need when sending a parcel from the USA to Europe in order to satisfy Paypal that I have shipped the item properly if this buyer should try to file a chargeback or claim the item wasn't received or something? If there's no way I can protect myself, I might just tell the guy that his payment's too late to accept and refund him if he sends it.

Also, do you know how I can block someone from bidding on my future auctions?
