Thats so odd.....if PayPal is able to contact her, then why wouldn't she just take the time to contact those involved in the raffle?? At least to tell them thier getting money back for whatever reason she wasn't able to go through with the raffle.
I mean at this point its not like she's getting away with
as much money as originally thought. Although I know there is still a lot of refunding that needs to happen.
