Does anyone know who made this toy mermaid pony thing?

I found it in a bag with other stuff I wanted at Savers. There are no markings on it anywhere that say who made it or when. Any info is appreciated.

I'll add that they were made by Lanard. I haven't seen the singles recently, but last I was there, Ollies had the castle playset and magic wands. Here's the full set of singles (available in my sales thread):
