I think I used the search term "My Little Pony custom" on Etsy, and there were one or two people that offer to make other people's OC's for about $40.00. I understand when you say "looking for someone to re-hair," rather than asking for help in doing it yourself, lol. Since it's just a rehair, rather than a full OC, those people on Etsy might give you a deal, as the example I saw posted was a G4 (more difficult to deal with neck plug). I bet @Tak's kind offer is less pricey.
