I just think it's odd as she looks like she has never been played with. That said, I seem to have been a very neat child, some of my childhood ponies also look like they were never touched by grubby children's hands, so it's certainly possible of course.
To my eternal shame I have to admit that my first ponies with a forelock did fell victim to my scissors when I was little, I later regretted this so much (and I must have realised the hair doesn't grow back, ha ha), so I left all my future ponies untouched. Diary Pony doesn't have a forelock though, so it's still a bit odd.
