Smelly pony problem

Thanks @chii and @Skybreeze for your tips! I think I'll try the baking soda in a coffee filter and the pony in a bag.

But you might be right Skybreeze, if that still doesn't work I will probably need to remove his head nevertheless. :( Yesterday evening I tried to apply some vinegar onto his body and hair with a sponge and let him sit for an hour or so. I then washed him again with soap and I thought he smelled a bit better, but this morning I can smell the cigarette smell again. I'm very sensitive to this smell, I hate it so much, as both my parents were smokers, but I grew up with my grandparents, so I was only exposed to their cigarette fumes when I visited them and I've always hated it. So the funny thing was, this morning I held him under my boyfriend's nose and he says well, he smells of vinegar a little, which is odd, as I can't smell the vinegar, just the stale cigarette stench. ;)

Coffeeground seems to work really well 2 for removing smells. Put the unused coffee in a bowl and place it into a container (like a storage box) with the ponys. Close the lid and let them sit in the box for some days.

Interesting, I've never heard of this method before but it definitely sounds like it's worth a try!

i would put the ponies in a bag with a dryer sheet for a few weeks.. or if its really bad after that i would spray with febreeze ... or in the summer i would leave them outside to air out in the sun for a bit.. not to long as i dont want the fade them
 
As an update, the smell is lessening with each new technique I try. Rather than the cloud of smoke spreading out from the ponies, I now have to bring them to my nose to smell it. Sunlight and fresh air is the only suggestion I haven’t tried yet as I’m nervous to leave them out while I’m not home. (What if a bird poops on them? What if a hawk mistakes them for tasty snacks? Or a sparrow decides that neon orange hair would make a dashing pop of color to an otherwise drab nest? Lol)
Clearly you have some vindictive birds for neighbors. XD
