It's a TaoBao frankenpony. The pony is real, but the design is not. Someone just threw together "spare parts" in an attempt to get people to buy something unique.
 
Is it a custom then? like did they dye a fluttershy and rehair her?

i like her in blue - i may get it anyways. pretty. There is also a blue version of one with 3 suns
 
And why would they give her a unicorn's horn? To me it looks nothing like her.

Looks like a Lulamoon/Trixie model printed with Fluttershy's symbol. I suppose that would technically make it OOAK. :p
ETA - Eye prints look like Rarity's.

Its not a custom, per se, more of a prototype. Like Skeen said, just some spare stuff thrown together at the factory to sell for exponential amounts of money. Sometimes they're cool, like that Cherry Berry/Pinkie Pie, and some are a little creepy, like the Celestia/Rarity ones. So she's "real" as in she isn't really a custom, but odds are she won't be released. There's a whole page of prototypes on Strawberry Reef if you're interested.
 
She is about $20 so not THAT unreasonable - about what I would pay for a simple custom.

I think she looks pretty in blue so I decided to get her. Price was $17 with free shipping from china.

I think that if they're not asking an unreasonable price, it might be worth it even if it's not a "real" pony, just because she looks awesome! But I'm partial to blue ponies also, for some reason.
Yes, I agree; I was referring to more of a scammer aspect that is sometimes on Taobao, where many of the prototypes are sold. And I'm definitely partial to blue ponies as well. :)
 
I like these colors better then the more pinkish pastel ones hasbro normally uses.

Dude, if I had access to the factory where they made them...*imagines all the color combos I could come up with*

Those are Dewdrops Dazzle and G3.5 Rainbow Dash. You could probably find them on eBay or a member on here might be willing to sell them to you, which IMHO is safer than Taobao. Many of the ponies on there you can get here; there's only a few you can't.
 
Taobao has always had a sketchy side to it. Not going to get into it, but a quick Google search brings up all kinds of horror stories. On Ebay now, there is a $600-ish FiM brushable Minty. I <3 Minty!
 
I see these being sold on EBAY and I am debating on whether or not I should buy one. They look so pretty
 
I'm in two minds about them, things like the cut'n'shut princesses and happy tails are collectable, but, there seems to be soooo many of the 'variant/prototypes' going about atm, well I suppose, if you really like the pony then go for it! thats the important part!
