It's not Teddy, it's a random pirate pony from Patchs daydream.
I just thought it was very cool that a pirate pony on the MLP Tales would look 100% like Barnacle.

It's highly likely the he's based on Barnacle as in this episode the glow n show ponies make an appearance so maybe they saw Barnacle and decided to slip him in too lol.
