Best way to clean g3 ponies that are sticky? I cleaned one off with dawn dish soap which helped a bit.

How can I get the mane and tail so smooth after washing it too? What’s everyone’s secret technique?

Dish soap is very good for cleaning, also a “magic eraser” from mr clean is great for removing harder to clean stains (though be careful not to wipe off any cutiemarks or eyes or anything like that!), if they are dirty enough for you to feel like they need a deep clean, oxiclean baths can help a lot!
For tails and manes normal shampoo and conditioner works wonderfully! some people will boil or iron hair if its frizzy but I tend to avoid doing that unless you think its absolutely necessary (Heat can melt pony hair if you arent careful!)
be careful using acetone or other certain chemicals as they can damage symbols or your pony if you arent careful!
Check out this blog for a step by step cleaning guide (The images have g1 ponies but it will work the same for g3!)

There's a chance that if the ponies' bodies are sticky all over it could be plasticiser leakage. If that's the case, the stickiness will eventually come back and you'll have to wash them again and wait... Repeat until all the plasticiser is gone.

Does it seem like they just got something sticky on them or is it the plastic itself that's sticky? Do they feel harder than usual?

To get mane & tail smooth I slather on conditioner and then comb gently while the conditioner is still in, then rinse, comb again, and then set for styling
