I want to make a game - Where do I start?

I want to make a game, but I don't know where to start. I have an idea in my head already, I know, for the most part, what I want it to be. Ultimately I want it to be a web/mobile cross-comparable feature-packed dress up game (and probably a breeding game) inspired by Japanese gacha-based dress up games, including heaps of community features and a few minigames with a touch of lore to back it all up.

I think I pretty much know what the avatar is going to look like and what some of the dress-up features will be like, I have some general ideas for the site design, I even have an idea for the lore and a couple of the minigames. I have a little bit of an idea on what things are not important to do first, like obviously the minigames can be a late addition and the breeding mechanics may come later as well, but that still leaves me wondering about how to move forward.

I am a one-person team, and my coding experience is with making profiles through self-taught HTML and CSS. I know the languages I need to study in order to make this project happen, but.... well, like I said, my experience is with building profiles, not entire sites. I'm getting washed away wondering if I should be focusing on the avatars themselves and their functionalities, general functions of the site, on the design of the site, on learning the coding I need, on developing the lore more so that it all has the right feel to it... It all feels like it relies on each other so focusing on just one seems like it won't work, but I can't do them all at once. There's also licensing and hosting and things like that which I have tiny ideas for, but I assume those can come after I get the ball rolling?

Are there any web developers or game developers or anybody here who can give me any advice? Where do I start?
