What is the best way to remove melted rubber band?

So, I found a gorgeous Wind Whistler.. with PINK hair,, but, there is a melted.. MELTED rubberband in the front of her mane. An orange one!! Not only that, but the thrift store people decided to spray them with something that smells like alcohol before they put her into the bag. (to disinfect them perhaps?) So now, it's all over her face and head. *FACEPALM*

Is there any way to rescue her? it's bad.. and she would be an upgrade, if it weren't for that. It was all over the inside of the bag. Lucky for me, it didn't get on the other 4 ponies, or the pony wear they had on.

As far as the melted rubber band in the hair here are some steps that might help:
1. Rinse her hair and generously apply soap, lather, and let the soapy hair soak overnight in a bowl with a little water.
2. Rinse out the soap.
3. Generously apply conditioner and leave it in anywhere from a few hours to overnight.
4. Do Not Rinse the conditioner out. Instead, apply more conditioner, wet the hair and use a flea comb to begin patiently combing the hair. This should take out the rubber band residue loosened by the previous soaking.
5. After the residue is gone rinse the ponies hair and let her dry.

(I have never used this method on a mlp before, but I successfully used it to remove a melted rubber band from a She-ra horse's tail.)

*Also, avoid heat and sunlight as this could cause the pink hair to fade.

If this method doesn't work, I have also heard of people using Goo-gone, but I have never used it for this myself.

Oh god what the heck is wrong with people? I hope she cleans up nice!!! Seeing some pics would be great :)
