I believe if it was legit it'd have Hasbro licensing on the tag. Every legit shirt I have has Hasbro on it, and one knockoff does not. Its the one I bought from Zazzle where artists can upload their own art to sell on merch
I'm trying to decide if I want to buy it or not based on this one pic, so I can't really look at the tag. It's cheap, and the first colorful piece of merch I've found (a lot of brands don't ship to where I live), but the horn is bugging me a bit.

I was curious about this so I checked my MLP shirts . . . The Tultex shirts I have have the Hasbro logo stamped on them (these are the shirts available on Target.com) but the Canvas MLP shirt doesn't (the Pride shirt with Star Catcher and Skywishes).

But anyway, if you are somewhere that Target ships to, check out their website, they have so many retro G1 shirts! And one mashup of G3 Minty with the retro G1 style. The shirts are print-on-demand so they aren't in the store, just on the website.
 
I’d say no. G3 art for sure but the horn definitely looks sus and the cutie mark isn’t legit. Cute, though!
I know G3 Art style quite well. I can confirm that it is a Retro G1 art which they used on Re-release box art. Is it legit? I don't know, but awful wings/horn placement on official merch is not unheard off.
