Theoretically, yes! The cost varies pretty widely — various programs and packages cost anywhere from $50-250. There’s several free programs on the market though! Utau’s the oldest and most popular (fun fact: I met Batuk because I lamented that I couldn’t get the hang of Utau and she offered to teach me), and more recent options include Synthesizer V (dodgy quality, but there’s some free options, including English vocals), ACE Studio (Japanese and Mandarin support only so far, and the interface is in Chinese), and VoiSona (its flagship vocal, Chis-A, is Japanese-only but free of charge, and the interface is in English). VOICEVOX is another fun option — it’s a speech synthesizer!But can I use one of these vocalsynth things to redo all the voice lines in something like L4D or TF2 with it?

Thank you for explaining!It’s basically a singer in a program! You enter a melody and lyrics and the program sings it back; from there you can edit and fine-tune that voice, from vibratos and staccatos to pitch and dynamics. Traditionally, vocalsynths are comprised of hours worth of short vocal samples from voice providers, but more recent AI synths (like the above-mentioned AiSuu and ROSE) feed off of dozens to hundreds of full-length recordings from their VPs. It's a little complicated to convey in short, but it's really cool! Here's a screencap from a project I'm working on to give you an idea what working with a vocalsynth looks like:

If you've heard of Hatsune Miku, then you're already familiar with one vocalsynth character! She started life as a vocalsynth program and has grown into much more, but to this day most of her spoken and sung content (including things like anime cameos) is created using vocalsynthesis. (And I also own all of her voicebank releases, which is a flex I never grow tired of sharing~)

Vocaloid also has a month-long free trial, and a good 80% of its vocals have trials available through different companies (Miku has trials for both her latest English voice and her second most recent Japanese database set)!
